In the thieving skill menu stay now at lvl 40 fur stall but in the real u can do at lvl 40 the silk stall, fur is not working.

Confirmed.
Silk stall has wrong lvl req. and fur stall is un-thievable.

im thinking the thieving skill needs a whole revamp

Personally I think thieving in rs is quite meh.
We just have Fur stall in the skill menu, but I guess someone changed the object in old project so it checks for silk instead.
Therefor it is not wrong level req as silk is not on the menu.
