Max cape

Mac will now be offering max cape to those worthy!
- Located in the Legends Guild
- Need a total Level of 1980 to purchase
- Cost 13.37 million coins, will tell you how much coins you are currently missing
- Random skillcape emote



Other fixes

• Merged npc and player update + cycle
• From above some issues like freeze of client or weird packet being sent to the client during combat. Example is the fight with Jad.
• Added ground items to same cycle as above to help fix some weird packet being sended or freezes of the client.
• Public chat now works again!
• Fixed duplicated message when drinking super defence or ranging potion
• Fixed the examine of a npc drop to better represent the new ring of wealth effect.
• New ring of wealth effect, items <= 0.1% is now 25% more common.
  <= 1% is now 15% more common (down from 20%)
  < 10% is now 5% more common (down from 10%)
• You should now be able to add people to the ignorelist.
• Changed despawn timer for items, 30 second for you 90 second despawn.
• Fixed back the different item height display. Only place where it do not check is in the essence mine.

can we add also for the skillers one? Like the Achivement diary cape (item 19476)
All skills (without combat) when 50m xp the trimmed version (item 13069)

I can't help but feel it slightly fair that the max cape, taking its time to achieve, should maybe have a +1/2 more than a normal skillcape.

At this given time, I have decided it is not worth it due to the fact firecape exist. But if people want some way of combine the cape or 3 of the capes, I am all for given that cape better stats.
It'll need to pass a poll first.
